Human Development Report 2011The human development approach has enduring relevance in making sense of our world and addressing present and future challenges. Last year’s report reaffirmed the concept of human development, emphasizing the importance of equity, empowerment and sustainability in the expansion of people’s choices. At the same time, the report showed that these key aspects of human development do not always come altogether, highlighted the challenges inherent in addressing these issues and raised the question of how countries can promote sustainability, equity and empowerment so that they are mutually reinforcing.

The 2011 Human Development Report is about the adverse repercussions of environment degradation for people, how the poor and disadvantaged are worst affected, and how greater equity needs to be part of the solution. It explores the patterns and implications and emerges with bold calls to action and change.

The goal of the upcoming report is to cast light on how the two closely related development challenges of equity and sustainability are in fact interlinked, and how human development can become more sustainable and more equitable. New empirical analysis examines trends and patterns at the aggregate level, and seeks to disentangle the links, and identify cases of relative success, from which we might learn. We also focus more directly on tracing the effects and understanding the links between environmental degradation and inequality, using a multidimensional poverty lens. Our examination of the micro and community based evidence emphasizes the role of gender disparities and disempowerment. The report seeks to rise to the policy challenges. This has several fronts, beginning with the integration of equity concerns into thinking about environmental policies, highlighting the implications for the conventional models of development and examining some promising avenues.

An extensive agenda of consultations that began last year and continues through the coming months has contributed greatly to the research and analytical focus of the 2011 report. Discussions have tackled regional challenges and priorities in the areas of sustainability and equity, while exploring unique national experiences, with forums in all regions and continents.
